In 2010, Ricky Burgess, Ninth District City Council member introduced legislation, Bill #2010-0234 (read full text at the end of this page), that mandates that the Pittsburgh Bureau of Police and Department of Safety publish an Annual Report on police activities and crime statistics. A volunteer group of professional and lay law enforcement experts and concerned citizens have worked in collaboration with Reverend Burgess since that time to draft an amended version of Bill 2010-0234 – to be called the Police Reporting and Accountability Bill – expanding the reporting requirements and strengthening policies effecting off-duty police behavior and other areas of City law enforcement policy.

City Councilman Hears from Community on Police Accountability

WDUQ News—A Tuesday night hearing at the Shiloh Community Missionary Baptist Church in Homewood addressed upcoming legislation for more police transparency. Pittsburgh Councilman Ricky Burgess’ bill would establish policy for off-duty police, and compel the Pittsburgh Police Bureau to produce an annual report on the make-up of the police force; any legal action against police officers; average response times; arrests by charge, race and gender by zone and specialized units; conviction rates and traffic stops as well as recruitment and retention.

Councilman Burgess pitches another round of police legislation

Bill Bidonic, Pittsburgh Tribune-Review—Legislation proposed by Pittsburgh City Councilman Ricky Burgess would require the police chief to issue an annual report outlining complaints and police incidents, and require officers to file a written report when they have to use excessive force or perform a strip search.
